Description:MINIMUM QUALIFICATIONS REQUIRED:
Masterís Degree in Civil Engineering from an ABET Accredited Institution
Professional Engineer (PE) license required
15 years of experience in the design, construction, operation, and maintenance of sanitation facilities
10 years of experience in a supervisory capacity
Knowledge of utility construction with water and wastewater lines
Knowledge in use of computer systems
Valid Driverís License (subject to motor vehicle record review)

JOB DUTIES AND RESPONSIBILITIES:
Serves as NTUAís first point of contact and representative for the Project.
Provides guidance and recommendations to NTUAís General Manager and General Council and their designees on a broad range of Project related legal agreements, permits and contracts relating to operator designation, water treatment and conveyance, water use, water diversion, project component construction deferral, excess capacity, OM&R transfer, financial assistance, OM&R cost waiver, title transfer, OM&R contracts, and others.
Facilitates negotiation and ensures NTUA upper management input on Project related agreements, permits and contracts.
Provides an OM&R perspective in reviews of Project concepts, engineering reports, designs, specifications, construction, key facility installations and testing, interim and final inspections, and other opportunities through personal participation and facilitating the participation of internal and external subject matter experts.
Conveys NTUA technical decisions to Reclamation after collaboration with subject matter experts and literature reviews. Obtains upper management approval for decisions having high impacts.
Assists with data requests from Reclamation and the Navajo Nation concerning aspects of the Project.
Assists the Navajo Nation creating the Projectís emergency reserve fund and replacement reserve fund. Administer the funds allocated to the Project in conformance with their principles and agreements.
Ensures effective and efficient OM&R of NTUA operated Project features within regulatory, legal, and technical frameworks.
Facilitates development of and provides recommendations for the Projects OM&R plans to include but not limited to elements of management, business, staffing, training and budgets.
Initiates and implements and directs the Projectís OM&R plans and contracts.
Plans, monitors, reports on work to be accomplished, sets and adjust short and long term priorities, prepares schedules for completion of work.
Maximizes external funding sources, grants and loans, to augment normal revenue generated from Project operation for the benefit of NTUA customers.
Establishes and maintains satisfactory customer and public relations with individuals and groups.
Develops staff effectiveness by counseling, training and recommending corrective action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.
Supervises the Projectís NTUA OM&R staff, which includes work allocation, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
Develops and manages measurable performance expectations for assigned staff according to department goals, objectives and unmet needs.
Manages and ensures compliance with the rules, regulations, and policies of enforcement agencies.
Maintains professional and technical knowledge by: conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.
Performs other duties as assigned.
